About the Advocate

On November 14, 2011, Rob Spragins was appointed as Alberta's Utilities Consumer Advocate.

He leads the Utilities Consumer Advocate Office (UCA) team to ensure small consumers have the information, representation and protection they need to better equip them to make informed choices in Alberta's restructured electricity and natural gas markets. Rob will work closely with the UCA Board in representing the best interests of Albertans in rate hearings.

Rob brings over 35 years of North American energy industry experience to the UCA. Most recently Rob was with the Alberta Market Surveillance Administrator (MSA) where he was first Manager, Investigations responsible for investigating a wide range of issues related to the fair, efficient and openly competitive operation of the Alberta electricity market and then Manager of Retail Markets where he was responsible for monitoring competition in Alberta’s retail energy and natural gas markets. In addition to his experience at the Market Surveillance Administrator, Rob has extensive experience in applied economic research, corporate planning and financial analysis, natural gas marketing, regulatory affairs, and power generation development.
